Submitting Programs and Public Service Announcements

  • Submit Programs - any Montgomery County resident or Montgomery County-based organization may submit non-commercial programs for cablecast on the public access channels.

    Here's what you need to know:
    1. The submitter is responsible for obtaining all necessary clearances, licenses and permits. Submitted videotapes must be in a digital format including DVCPro, DVCam, MiniDV or DVD format. Tapes shall have all of the sound on audio channel 2. Any audio on channel 1 will not be cablecast. MCT requires that all tapes have 80 seconds of continuous timecode and uninterrupted control track at the beginning of each episode. This may consist of black, slate, bars or countdown. All tapes must have at least 20 seconds of uninterrupted control track at the end of each episode.The respective creators of program elements retain full copyright ownership. MCT will not commercially distribute the program.
    2. In lieu of payment for facilities, MCT will be permitted to cablecast the program for an unlimited number of showings for a three-year period, on a non-exclusive basis, except when negotiated otherwise.
